This spectacular 2,000 page US military leak consists of the names, group structure and equipment registers of all units in Iraq with US army equipment . It exposes secretive document exploitation centers, detainee operations, elements of the State Department, Air Force, Navy and Marines units, the Iraqi police and coalition forces from Poland, Denmark, Ukraine, Latvia, Slovakia, Romania, Armenia, Kazakhstan and El Salvador. The material represents nearly the entire order of battle for US forces in Iraq and is the first public revelation of many of the military units described. Among other matters it shows that the United States has violated the Chemical Weapons Convention.


Funding for the wars in Iraq and Afghanistan is currently a critical issue in the US. A majority of Democratic party candidates was elected to both houses of the US Congress in 2006 on an anti-war platform. Under the US Constitution, Congress has the 'power of the purse' to cut off funding for war, but Democrats have not yet sought to use this power. In late April, Congress passed a bill, HR 1591, which did not cut off funding, but instead authorized war funding through 2008 and into 2009. However, the bill was vetoed by President Bush on 1 May (2007) because it contained a non-binding timetable for withdrawal of US forces. With pressure building in Washington, further cracks are appearing within the US government itself. Some within the government believe enough is enough. They have leaked several confidential military documents to Wikileaks.

War always involves a tragic human cost, in lives, emotions, and failure of the human spirit, but it is also possible to precisely count the direct monetary costs of war. The leaked documents help us to understand how war money is being spent and the nature of operations in Iraq. They provide a completely objective window into the functioning of various US units from Psyops (psychological operations) to Baghdad headquarters. Wikileaks is now releasing the second of these documents, which details each Iraq deployed unit's computer-registered arms and support equipment, from missile launchers to bulk cash counters.

The use of chemical weapons by US forces was explicitly banned by President Gerald Ford in 1975 after CS gas had been repeatedly used in Vietnam to smoke out enemy soldiers and then kill them as they ran away. Britain would be in a particularly sensitive position if the US used the weapons as it drafted the convention and is still seen internationally as its most important guardian.

The [UK] Foreign Office [Minister of State, Mike O'Brien] said: "All state parties to the Chemical Weapons Convention have undertaken not to use any toxic chemical or its precursor, including riot-control agents. This applies in any armed conflict." [1]

The United States has been caught with at least 2,386 chemical weapons deployed in Iraq. The items appear in a spectacular 2,000 page leak of nearly one million items of US military equipment deployed in Iraq given to the government transparency group Wikileaks. The items are labeled under the military's own NATO supply classification Chemical weapons and equipment.

In the weeks prior to the March 19, 2003 commencement of the Iraq war, the United States received a widely reported rebuke from its primary coalition partner, the United Kingdom, over statements by then Secretary of Defense Donald Rumsfeld that the US military might use CS gas in Iraq and Afghanistan. Subsequently Washington has been quiet about whether it has deployed CS gas and other chemical weapons or not, except to deny, then admit, to using white phosphorus during the gruesome 2004 assault on Fallujah as "a smoke screen" and "an incendiary" — uses not technically covered by the Chemical Weapons Convention. [2]

The use of chemical weapons such as CS gas for military operations is illegal. The Chemical Weapons Convention of 1997, drafted by the United Kingdom and ratified by the United States, declares “Each State Party undertakes not to use riot control agents as a method of warfare”. It only grants permissible use to "law enforcement including domestic riot control."

Riot control agents, according to former Clinton Administration National Security Council analyst Elisa D. Harris, speaking to the New York Times, are cited explicitly because they have a history of escalating misuse leading into uncontrolled chemical warfare. They given special treatment under the convention in a number of ways. They are uniquely and explicitly:

  1. defined (Art. II.7),
  2. prohibited for use as a method of warfare (Art. I.5),
  3. required to be declared (Art. III.1(e)),
  4. cited in Art. X.8(b) on investigation and assistance if used against a State Party, and
  5. permitted for a purpose not prohibited by the Convention, namely, “law enforcement including domestic riot control purposes” (Art. II.9(d))

Most items on the Chemical weapons and equipment list were registered via the US Army Soldier and Biological Chemical Command Edgewood Chemical Biological Center, 5183 Blackhawk Rd, Gunpowder, Maryland. [4]

There is the M33A1, as pictured above, a high pressure backpack CS/CR gas or liquid dispenser and the M254, its high pressure loading kit. On April 11, 2003 the US military TACOM contracting office put out a tender solicitation for 75 to 225 units. [5]

The most numerous item on the chemical weapons equipment list is a vehicle mounted gas canister launcher, the "DISCHARGER GRSCL XM7", used to launch 66mm smoke and CS gas[6] grenades. The split between smoke and CS gas usage cannot be determined as the list does not cover expendables such as munitions.

Similarly regular field artillery or grenade launchers may be used to launch CS gas or other chemical weapons shells, and there are references to items as the L96A1 CS grenade in training literature on US Army websites[7] , but the list would not cover these cases. Prior to the 1993 Chemical Weapons Convention, the US produced a GB (sarin) binary nerve agent weapon, the M687 projectile (a 155-mm artillery shell), and was in the late stages of development of two other binary weapons when its known offensive chemical warfare program was terminated. Improvised explosive devices (IEDs) hit hard

Half of all equipment purchases have been diverted to dealing with home made mobile phone and radio bombs. Not since the post war nuclear build up has there been such a decisive shift in US military spending priorities.

The 2007 May-July period, saw 203 US military deaths from Improvised Explosive Devices (IEDs) in Iraq and Afghanistan, accounting for 66 percent of all US combat fatalities.[9]

Those numbers have climbed steadily from the same three-month period in 2004, when 54 Americans were killed by IEDs, 31 percent of total fatalities.

Since the first recorded IED death in July 2003, at least 1,509 Americans have been killed in Iraq by makeshift roadside bombs, out of a total 3,707 fatalities.

The daily number of IED attacks has increased six-fold since 2003, according to the Pentagon.

In response, vast expenditures are being made on advanced technology to prevent, jam, detect, and destroy such devices.

The Joint Improvised Explosive Device Defeat Organization, or JIEDDO was predicted last year to have spent US$13,000,000,000 (13 billion) across all theaters, on detectors and robots to defuse bombs, improvements to vehicle armour, training and other means to counter home made weapons.

That sum is comparable, in inflation-adjusted dollars, to what the US spent building the two atomic bombs dropped on Japan in 1945, based on figures compiled by Washington's Brookings Institution.[10]

The leak reveals 12,097 “Warlock” radio frequency jammers (US$1,100 million for the first 7,530), which prevent radio signals, such as from mobile phones, from triggering explosives.[11]

If we view IEDs as a rebel investment, to which the US must pay dividends in defensive equipment costs, then every insurgent dollar spent has a return on investment of somewhere around thousand fold. Significant price gouging by counter-IED defense contractors is evident. For comparison, each briefcase-sized "Warlock" IED jammer, of which is there is on average more than one per vehicle, is worth $150,000; however, as can be seen by this analysis, that is more costly than nearly every vehicle it was designed to protect. The "Warlock" producer, defense contractor EDO Corp, predicts financial year 2007 will see a 400% total revenue increase over its 2003 levels.[12]

The leak reveals over 400 US military robots operating in Iraq. The majority are used for IED (improvised explosive devices) work and reconnaissance. However some robot designs have a lethal capability.

Protective Armor and Equipment

Another interesting feature is the vast amount of protective armor and equipment supplied. There are 446,476 items of body armor. [13] Using prices from the publicly accessible NSN database, these inserts together come to a total over well over $233 million.[14]

From the invasion of Iraq in April 2003 until June 2004, the US Army shipped nearly US$12,000,000,000 in cash, weighing 363 tonnes, to Baghdad for disbursement to Iraqi ministries and US contractors. Of this over $9,000,000,000 went missing. [15]The funds were drawn from the Iraq Development Fund, which had been formed from US seized Iraqi assets. Using C-130 planes, the deliveries took place once or twice a month with the biggest of $2,401,600,000 on June 22 2004, six days before the legal handover of the fund to the new Iraqi government. [16] The cash payment system has continued as there is no functional Iraqi banking network. With so much cash flowing into the country it comes as no surprise to find that the US Army has deployed 39 automatic cash counting machines.

Over a thousand safes for secrets and cash

[S]ome American contractors correctly believed they could walk off with as much money as they could carry. The circumstances that surround the handling of comparatively small sums help explain the billions that ultimately vanished. In the south-central region of Iraq a contracting officer stored $2 million in a safe in his bathroom. One agent kept $678,000 in an unsecured footlocker.

Safes have played an important role for US Army in Iraq: not only for securing important documents and official funds, but also as a way to hide away largess obtained corruptly from the US federal reserve, via authorities which did not care to introduce even minimal oversight or accounting mechanisms. The October 2007 edition of Vanity Fair reports on US$12,000,000,000 in cash brought into Iraq under the auspices Coalition Provisional Authority, of which $9,000,000,000 cannot be accounted for.

Chemical and biological portables

During the lead up to the 2003 Iraq war, the United States famously accused Iraq of possessing portable mobile chemical and biological laboratories. Post invasion no such facilities were found. Ironically Iraq now has at least five portable mobile chemical and biological stations — held by the United States Army. The portables are valued at US$622,051 a piece.[18]

Analyzing the Contents of the Leaked Document

The document lists US Army managed equipment in Iraq held by Army, Marines, Air Force and coalition forces, the Iraqi government, and at least one military contractor as of April 2007. It does not cover expendables such as munitions, printer cartridges or fuel.

The list itself does not include pricing information, however we were able to obtain pricing information for around 1/5 of the items by cross referencing with information obtained from public US logistics military hardware catalog databases. This process reveals that there is at least $6,601,015,731 worth of US Army managed military equipment in Iraq (nb. this is a minimum, the real value is likely to be five to fifteen times higher)[19]

The list contains codes for military units, item codes, as well as other logistics data. The most useful of these for investigatory purposes is the NSN, or NATO Stock Number. Several internet sites allow public searches of the NSN catalog, such as https://www.webflis.dlis.dla.mil/WEBFLIS/ASPscripts/pub_search.aspx[20], which identifies many items on the list and includes prices. The columns in the spreadsheet are as follows:

  • UIC, or Unit Identification Code, which is a six-character, alphanumeric code that uniquely identifies each Active, Reserve, and National Guard unit of the United States Armed Forces.
  • Unit Name.[21]
  • LIN, or (supply) Line Item Number;[22]
  • NSN, NATO Stock Number;[23]
  • Item Name;
  • PBIC, or Property Book Identification Code, which categorizes the type of property listed into 10 basic divisions;
  • Type, which is listed as either TPE, Theater Provided Equipment, LTT, Long Term Training, or APS, Army Prepositioned Stock;[24]
  • DND, or Do Not Deploy, which is a Yes/No Column;
  • OH Qty, or On Hand Quantity, the number of items.

We cannot analyze the document fully: it is a long list. We encourage informed users and citizens, especially those with military or intelligence experience, to examine it for themselves and submit their findings.

  4. Include more details on what the various codes in the spreadsheet mean. Is there a public searchable database for Unit abbreviations or UICs?
  5. There are specific issues with NSN codes. NSN codes are a 13-digit code. Of those 13 digits, 12 are decimal. But one of those digits, the seventh, is alphanumeric. The publicly searchable NSN database seems to be able to locate items if they have a number in the seventh place, but not if there is a letter in the seventh place. What is the reason for this? What does a letter as opposed to a number signify? Is there a fuller public database for NSN codes than the one given? Are these alphanumeric NSNs, Management Control Numbers as speculated?

About the Analysis

The analysis proceeded as follows:

  1. Understand the abbreviations, acronyms numbers and other nomenclature in the leak (specifically NSN, LIN, UIC) using publicly available source information. The results of which have been documented in US Military Logistics and elsewhere.
  2. Discover various public NATO Stock Number catalogues. Confirm the the validity of random samples of the leak using these databases and other deployment references.
  3. By hand create tallies for a few interesting items observed by inspection. Write up an initial draft of the high-level analysis.
  4. Learn Python. Using vim macros, perl and a couple of Python programs, put the material into more presentable form, i.e Afghanistan OEF Property List and Afghanistan OEF Property List.html.
  5. Write additional code to split out the NATO Supply Group and NATO Supply ClassificationNATO Stock Number (NSN) from the
  6. Obtain a list of NATO Supply Group and NATO Supply Classification codes from public US Military logistics sources
  7. Learn Structured Query Language and install a database program.
  8. Pull the original leak, the group and classification code tables into a SQL database, in this case, sqlite, but any SQL database would have sufficed.
  9. Experiment with SQL. Merge in NATO Supply Classifications into the main leak for extra context and generate Afghanistan OEF Property List-extended.html.
  10. Experiment with SQL and discover how to generate several different tallies for the leaked items; by NATO Supply Group, NATO Supply Classification and NATO Stock Number. Convert to HTML and place into the Appendix .
  11. Using SQL, generate a unique list of NSNs. Write a program to concurrently query the US Logistics web-query NSN search for pricing information and extract the price for every NSN on the list (except alphanumerical NSN's which are not listed, probably due to being Management Control Numbers).
  12. Pull in the pricing information to the SQL database.
  13. Using SQL, generate a new tally by NSN, join this together with the pricing information for each NSN, sort by total price, convert to HTML and place it into the Appendix .
  14. Using SQL calculate the total value of all equipment for which we have prices.
  15. By inspection extract additional features of interest -- Notable Units , and items.

A recent documentary by the Italian state broadcaster, RAI, claimed that Iraqi civilians, including women and children, had died of burns caused by white phosphorus during the assault on Fallujah. The report has been strenuously denied by the US, however Col Venable disclosed that it had been used to dislodge enemy fighters from entrenched positions in the city. "White phosphorus is a conventional munition. It is not a chemical weapon. They are not outlawed or illegal," he said on the BBC Radio 4 PM programme. "We use them primarily as obscurants, for smokescreens or target marking in some cases. However it is an incendiary weapon and may be used against enemy combatants." Asked directly if it was used as an offensive weapon during the siege of Fallujah, he replied: "Yes, it was used as an incendiary weapon against enemy combatants". He added: "When you have enemy forces that are in covered positions that your high explosive artillery rounds are not having an impact on and you wish to get them out of those positions, one technique is to fire a white phosphorus round into the position because the combined effects of the fire and smoke - and in some case the terror brought about the explosion on the ground - will drive them out of the holes so that you can kill them with high explosives," he said. However in a letter yesterday to The Independent, the US ambassador to London, Robert Tuttle, denied that white phosphorus was deployed as a weapon.     (Aviation Week) Joe Anselmo at 7/17/2007 2:08 PM EDO Corp.'s stock hit a new high on Tuesday after the Pentagon exercised options for 3,000 additional bomb-jamming devices used to help protect US soldiers in Iraq and Afghanistan. The CREW 2.1 contract, worth $210 million, extends the position of New York-based EDO as the sole supplier of the devices, which attach to vehicles and use electronic countermeasures to jam the radio signals used by insurgents to detonate roadside bombs. The new contract was announced Monday night. EDO stock opened Tuesday at $35.25 a share -- up 6% from its Monday close -- and closed the day at $36.88. The stock has been in a sustained upswing since March, when it was traded as low as $22.12. The company's improved fortunes have also led to multiple upgrades from Wall Street analysts. The stock now has eight "buy" ratings and five "holds," compared with three "buys" and 10 "holds" just three months ago. JSA Research analyst Peter J. Arment reiterates his "buy" rating on the contract news and is raising his year-end price target by $4, to $42. But Citigroup's George Shapiro maintains his "hold" on the stock. He believes it's likely the Pentagon will spread future awards for electronic countermeasure devices to some of EDO's competitors. "Do not expect all the additional awards to go to EDO," he cautions.

Basra, Aug 27, (VOI) ? Radiation levels in selected regions of Iraq’s southern province of Basra warn of imminent danger to thousands of local residents who might be more prone to cancer and birth deformities, according to Khajak Vartanian, an environmental radiation measurement specialist from the province.

“Basra has experienced an unprecedented rise in solid cancer cases during the past four years: 62 cases per 100,000 persons compared to 35 in 1997," Vartanian explained.

Exposure to military depleted uranium (DU) pollution has not only increased solid cancer cases in the province, but caused severe birth deformities in newborn babies, he added. "Other cases of renal failure, skin disease, allergy, infertility and recurrent miscarriages were also attributed to DU pollution," he indicated, adding that most of the reported cases were close to the contaminated sites.

According to Vartanian, the problem began during the second Gulf War in 1991 when the U.S.-led coalition forces used depleted uranium weapons to bomb Iraqi military sites and economic infrastructure. During the U.S.-led invasion of Iraq in 2003, depleted uranium shells and ammunition were also used against Iraqi military targets in Basra, which were close to residential areas.

Totaling the number of radiation sites in Basra by 2004 as 100, the environment researcher accused local and central governments of negligence in dealing with the problem. In 2004 the Iraqi government allowed residents and traders to sell iron waste from the battlefield, which added to the increasing incidences of cancer in the province.

When asked about the highly contaminated sites in Basra, Vartanian said that most reported cases were from neighborhoods close to radiation sites, particularly from the neighborhoods of al-Zubair, Abu Khaseeb, al-Qarna and other overcrowded districts.

Commenting on the proper measures for alleviating a potential disaster, Vartanian said that all contaminated materials must be removed from Basra and buried in uninhabited areas. "A proposal was submitted to the Iraqi government to temporarily designate Maqbarat al-Dabbabat (Tanks Cemetery), 200 km west of Basra, for this purpose… but it went unheard," he added.

Recent statistics show that 1,400 armored vehicles belonging to the Iraqi army were destroyed by DU shells in 1991 and were reused by the Iraqi forces during the U.S.-led war in 2003.
Basra is a Shiite province with a 20% Sunni population. It is located 590 km south of Baghdad.

The term “Gulf War Syndrome” is now known world-wide – but - after the 1991 Iraq war, as formerly A1 fit soldiers fell ill with debilitating symptoms, in their thousands, the cause was, for two years, a "mystery". It was in 1993, when a group of twenty-four affected soldiers approached Professor Asav Durakovic, one of the world's leading experts in the effects of radiation, that a cause came to light. They had many times the “safe” level of chemically toxic and radioactive depleted uranium (DU) in their bodies. Duracovic, although a senior officer in the US army during the first Gulf war, had been unaware that the weapons used had contained depleted uranium. “I was horrified”, he said: “I was a soldier, but above all I am a doctor.” By 1997, it was estimated that ninety thousand US veterans were suffering from Gulf War Syndrome.

Durakovic, who is also medical consultant for the Children of Chernobyl project at Hadassah University, Jerusalem, lost his job as Chief of Nuclear Medicine at the Veteran's Administration Medical Facility at Wilmington, Delaware, as a direct result of his work with Gulf war veterans contaminated with radiation, he states. Two other physicians, Dr Burroughs and Dr Slingerland of Boston VA also lost their jobs when they asked for more sensitive equipment to better diagnose the soldiers referred to them by Professor Durakovic. Oddly, all the records pertaining to the sick soldiers at the Delaware VA went missing, a syndrome of another kind which has become familiar, both sides of the Atlantic.

Two years before Durakovic's discovery, the United Kingdom Atomic Energy Authority (UKAEA) “self initiated” a Report warning the government that if fifty tones of the residual dust, from the explosions of the weapons on impact, was left “in the region”, they estimated it would generate “half a million” extra cancer deaths by the end of the century (2000.) Iraq's cancers and birth deformities have become an anomaly, compared to those in the Pacific Islands and amongst British troops after the nuclear testing in the 1950's.

Further, “depleted” is a misnomer. These weapons are made from waste from the nuclear fuel cycle and thus contain the whole lethal nuclear cocktail. DU weapons (sold to seventeen countries that are known and possibly others - why let poisoning the planet and its population get in the way of numerous millions of quick bucks) are equivalent to spreading the contents of a nuclear reactor around the globe. And far from fifty tones and that chilling warning, in Iraq several thousand tones now cover this ancient, Biblical land and with the bombs raining daily, the audit rises nearly hour by hour. The US is currently by far the largest user of DU weapons. Over the past decade, they have brought more than sixteen million DU shells and bullets from Alliant Tech Systems alone. (Source: Janes.)

Strangely, this time, there have been few reports of soldiers with the terrible effects of 1991, where they were only in the region for a few weeks. Although troops now remain for months or a year, Gulf War Syndrome mark 2 seems not an issue. Perhaps it is because, reportedly, doctors treating returning troops have been threatened with jail and or hefty fines if they say anything regarding DU-related symptoms.

The implication regarding compensation to countries affected by this poisoned legacy (DU's lethality lasts for four and a half billion years) and troops is financially stratospheric. Since the 2003 invasion, US troops are denied entry to the International Atomic Energy Authority or any radiation experts to test ground and air levels.

In Bosnia and the former Yugoslavia where DU weapons were used (with missiles also dropped accidentally in neighboring countries, by the US, to whom all the world's lives are seemingly cheap) the “Iraq Syndrome” became quickly apparent. Even European peacekeepers on relatively short tours of duty became ill, developed leukemia's and other cancers and a number died. A five man film crew from BBC Scotland all tested DU positive after filming for less than a week there.

Afghanistan too was “liberated” in 2001, by uranium weapons, which continue to be routinely used, condemning generations yet to be born to deformities and the living - the new born and under fives the most susceptible - to cancers and other horrific DU-related conditions. Durakovic also found high levels of uranium in hospital patients there, as there will undoubtedly be in the occupying forces. He also found identical conditions to Iraq amongst the young: “Children born with no limbs, no eyes, or with tumors protruding from their mouths and eyes.”

The latest country to fall victim to uranium weapons is Lebanon - but with a Difference; it transpires. Dr Chris Busby*, founder of the Low Level Radiation Campaign and Green Audit, is Scientific Secretary of the European Committee on Radiation Risk and also sits on the (UK) Ministry of Defense Uranium Oversight Board. Israel is one of the countries with uranium weapons and: “The first evidence that the IDF (Israeli Defence Force) were using them” (in the July-August 2006 Israeli bombardment) “was a Getty Picture Library image of an Israeli soldier carrying a DU anti-tank shell”, says Busby. He then noted a report in Lebanon's Daily Star, that Dr Khobeisi, a scientist, had measured gamma radiation in a bomb crater at Khiam in the south of the country, at ten to twenty times higher (samples taken from different locations in crater) than naturally occurring background radiation.

The following month, Dai Williams,** an independent researcher went to Lebanon on behalf of Green Audit, to investigate and bring back samples to the UK for testing. He also brought back an air filter from an ambulance. Tested at the Harwell UKAEA laboratory: “The results were astonishing.” Both soil and filter contained enriched uranium with the soil sample containing uranium about nine times higher than the natural background. (Remember how threatening the West has become towards Iran's efforts to enrich uranium?) The soil sample was also sent to the School of Ocean Sciences, in North Wales for a second test by a different method for certainty. The results were the same.

Busby asks: “Why use enriched uranium? It is a bit like shooting your enemy with diamonds.” He contends it is possible that it is a “smokestream” for the wider use of depleted uranium, as the final contamination “when all gets mixed up after the war has a natural isotopic signature”. (ie: can be read as uranium which occurs naturally in nature.) There are two other chilling possibilities says Busby: a fusion bomb or a thermobaric bomb, both of which would need enriched uranium. Certainly, doctors were reporting bodies in conditions they could find in no medical manuals, as in the attack on Falluja, Iraq.

Lebanese authorities denied the presence of enriched uranium; Israel denied using it. The bombardment had ended on the agreement that UN peacekeepers went in. Given their debilitation and mortality rate in the Balkans, this lethal presence might well have deterred them. To be certain the incident was not in isolation. Williams returned to Lebanon and brought back soil and water samples from Khiam and other sites. Enriched uranium was found in water samples from two separate craters in Khiam and in one of the soil samples. Then the money ran out. The samples tested had already cost £2,000. Donations from an Arab friend and Swiss supporters totaled £850 - and Dai Williams had paid the rest out of his own money. More work is needed, but it is now known that the IDF used enriched uranium in Lebanon. And: “Since it is in the ambulance air filter, it is also in the lungs of the inhabitants ... the Lebanese people have been sacrificed to cancers, leukemia's, birth defects, like the people of the Balkans, Afghanistan and Iraq”, says Busby, adding “and it may be worse: since we still do not know what the weapon was.”

And have these weapons been used on the people of Gaza and the West Bank? Further, Israel is not alone decimating those she perceives as her enemies, but her own people, neighboring countries and even those further a field. In context, Green Audit studied airborne uranium at sites in the UK, between 1998 and 2004. There was only one period in which uranium in the air “significantly” exceeded the naturally occurring background presence: during the bombing of Iraq, in March and April, 2003. As with the radio nuclides from Chernobyl which affected Europe and the globe, and still contaminates agricultural land, the potentially deadly wave of invisible particles traveled on the wind from Iraq.

“We are all Gulf war victims now”, commented Busby's colleague, Richard Bramhill.

Can anything be done to halt the use of these genocidal weapons?

Francis Boyle, Professor of International Law at the University of Illinois and author of The Criminality of Nuclear Deterrence, thinks so. He has launched a campaign for a global pact against uranium weapons. Boyle points out that the 1925 Geneva Protocol prohibits: “the use in war of asphyxiating, poisonous or other gases and of all analogous liquids, materials or devices”. Clearly he says, DU is “analogous” to poison gas.

The Government of France is the official depository for the 1925 Geneva Protocol. Boyle contends that rather than aiming for an international treaty prohibiting the use of DU, which would probably take years, pressure should be put on every state to submit a letter to the French government to enforce a ban. “All that needs to be done is for anti-DU citizens, activists and NGO's in every country to pressure their Foreign Minister to write to their French counterpart, drawing attention to the “Protocol for the Prohibition of the use in War of Asphyxiating, Poisonous or Other Gases and of Bacteriological Methods of Warfare”, of 17th June 1925, prohibiting uses as above. The letter should add that this Protocol is believed to: “already prohibit the use in war of depleted uranium ammunition, uranium Armour plate and all other uranium weapons”.

A request should be made that the letter is circulated to all other High Contracting Parties to the 1925 Protocol and addressed to:

Professor Boyle points out that: “As the Land Mines Treaty demonstrates, it is possible for a coalition of determined activists and NGO's, acting in concert with at least one sympathetic state, to bring into being an international treaty to address humanitarian concerns.” Such a sympathetic state exists: Belgium, last month, outlawed uranium weapons. If the rest of the world does not follow, what will happen is what Richard Bramhill calls “a DU-locaust” - of the children of the countries where these weapons have been used, of soldiers, of the uranium miners and of the munitions workers, as the living, dead and deformed prove.
